Create a high-end talent highland
(1) Encourage the core team to start a business. Senior management personnel of integrated circuit companies and R&D talents of integrated circuit design companies whose annual income exceeds RMB 200,000 will be rewarded at 100% of their actual contribution to society. Encourage leading domestic and foreign integrated circuit companies to invest in our city, and subsidize major industrialization projects with an investment of more than 5 billion yuan in accordance with the principle of "one matter, one discussion". For integrated circuit manufacturing, packaging and testing, equipment, and material projects with an actual investment of more than 500 million yuan, a discount of no more than 10 million yuan will be given according to the proportion of the actual loan interest of the project. For technical transformation projects with fixed asset investment of 10 million yuan (inclusive) in the field of integrated circuits, subsidies will be given at 5% of the fixed asset investment; for technological transformation projects with fixed asset investment of 10 million yuan (inclusive)-200 million yuan, a subsidy will be given A subsidy of up to 3 million yuan; for technological transformation projects with fixed asset investment of more than 200 million yuan (inclusive), a subsidy of up to 5 million yuan will be given. For integrated circuit design companies that purchase IP cores and EDA tools, a subsidy of no more than 2 million yuan will be given at 50% of the purchase cost. (11) Implement the first round of tape-out subsidies. For integrated circuit design companies that have completed the first round of full mask (FullMask) engineering product tape-out, a subsidy of up to 40% of the direct cost of tape-out and a maximum annual total of no more than 5 million yuan for a single company will be given. For enterprises or university research institutes that use multi-project wafer (MPW) tape-out for research and development, a subsidy of 50% of the direct cost of MPW tape-out and an annual total of no more than 1 million yuan will be given. (12) Support the construction of major innovation platforms. Strengthen the construction of public platforms
(15) Encourage the creation of a national-level public service platform. A one-time reward of 5 million yuan will be given to the approved national integrated circuit public service platform. Support the national integrated circuit public service platform to organize project roadshows, technical forums, professional exhibitions, innovation and entrepreneurship competitions, and build a key element docking platform for enterprises. (16) Strengthen the construction of public service platforms. To support the improvement of integrated circuit public service platform capabilities, a maximum subsidy of not more than 2 million yuan will be given based on 20% of the newly-increased investment amount of the platform in the previous year. Encourage integrated circuit companies to use the EDA tool sharing, IP reuse, rapid packaging and testing, failure analysis, tape-out agency services and other services provided by the public service platform, and provide a subsidy of no more than 1 million yuan according to 30% of the service fee. Optimize the industrial investment and financing environment
(17) Strengthen financial services. Encourage the establishment of integrated circuit industry investment funds and guide social capital to support high-quality enterprises to grow bigger and stronger. The Chengdu state-owned investment platform uses annual funds for key integrated circuit enterprises and major projects, in principle, not less than 15% of the total annual investment. Support guarantee institutions to provide loan guarantees for small and medium-sized integrated circuit companies, and provide a maximum of 3 million yuan in subsidies to individual institutions at a rate of no more than 15% for loan guarantees formed by guarantee institutions. (18) Support the fight for angel investment. For integrated circuit companies that plan to be listed on the Shanghai and Shenzhen Stock Exchanges, if their listing application is officially accepted by the China Securities Regulatory Commission, a reward of 1 million yuan will be given. For first-listed integrated circuit companies, a reward of up to 3.5 million yuan will be given based on 1% of the financing amount. Listed integrated circuit companies that refinance through the capital market will be rewarded up to 5‰ of the financing amount not exceeding RMB 500,000. For listed integrated circuit companies that carry out mergers and acquisitions transactions, rewards of up to 500,000 yuan will be given at 5‰ of the actual transaction volume.
