Plan, select, and support a group of high-level management, technical and skilled talents, focusing on solving the problems of difficulty in retaining talents, attracting talents, and weak ability to cultivate talents, and improving the talent-gathering ability of manufacturing enterprises.

The "Opinions" is divided into six major items and four columns. In the fourth column, the "manufacturing talent support plan" is put forward, that is, focusing on key areas of industry and informatization, focusing on high-quality enterprises, selecting and supporting a group of innovative entrepreneurs, advanced manufacturing technical talents, advanced basic technology talents, and promoting the establishment of A team of manufacturing talents with patriotism and dedication, determined to innovate, united and forge ahead, and bravely climb the peak.

Among them, the "manufacturing talent support plan" is also divided into three projects, namely the innovative entrepreneur project, the advanced manufacturing technology talent project, and the advanced basic technology talent project. In the innovative entrepreneur project, the "Opinions" proposed that a group of innovative entrepreneurs with a firm political stance, world vision, strategic thinking, innovative spirit, and outstanding management capabilities should be selected every year, and they should firmly take the road of specialization, specialization, and innovation. It will give priority to undertaking major national engineering projects, strengthen special training and training, directly apply for and review the title of senior engineer, and strengthen contact services.

In the advanced manufacturing technology talent project, the "Opinions" pointed out that a group of advanced manufacturing technology talents who have long-term work in the front line of enterprise technology research and development and have achieved major technological innovation achievements or solved key technical problems in technology research and development should be selected every year. The selected talents can directly apply for the title of senior engineer for evaluation and give priority to undertaking major national engineering projects. Relying on the knowledge update project of professional and technical personnel, overseas (border) training projects, etc., strengthen the special training and exchange with peers.

In the advanced basic technology talent project, the "Opinions" pointed out that a group of advanced foundations with rich practical experience and outstanding contributions should be selected every year who have been engaged in basic technology research and practical operation for a long time. craftsmanship.
